Global Commission for Urban SDG Finance [UCLG Decalogue]

Description

Launched in Paris in June 2023, on the occasion of the Summit for a New Global Financial Pact, the Global Commission for Urban SDG Finance aims at addressing the challenge of financing both development and climate goals and developing innovative policies to secure urban climate finance. Co-chaired by Jeff Sachs, co-chair and founder of SDSN, Anne Hidalgo, Mayor of Paris and UCLG and Ambassador of the UCLG Pact for the Future of Planet, and Eduardo Paes, Mayor of Rio de Janeiro, the Commission will include around 20 members, including scholars, international organizations, practitioners and local government representatives. It will be supported by a Secretariat hosted by the University of Pennsylvania. The Commission will focus on the incorporation of local and regional governments in the reshaping of global finance architecture; financing mechanisms that work effectively for local governments and the mobilization of new capital. Further, the Commission will analyze barriers to urban SDG finance, evaluate proposals to improve urban finance access, and develop new strategies and mechanisms to better align the global finance architecture with urban needs.

Details

The Commission will assign Task Forces to analyze barriers to urban SDG finance, evaluate existing proposals to improve urban finance access, and develop new strategies and mechanisms to better align the Global Financial Architecture (GFA) with urban needs. The Task Forces will meet virtually and at aligned events, such as UN Climate Week and COP28. By Spring 2024, the Commission will produce a number of outcomes, including a final SDSN Commission report proposing actionable reforms to the GFA and new mechanisms to secure urban SDG finance; briefs produced by each task force based on deep research and informed by the comparative perspectives of mayors and finance experts that address the impediments to urban SDG finance; and ancillary materials including scenario-based analysis of options for urban SDG finance.
